How to Report a PAC Complaint:

  • Equal Opportunity Advisor (EOA) - EOAs are the Marine Corps SMEs on command climate and PAC. EOAs are assigned by DC M&RA. EOA is the primary channel to prevent and respond to complaints of PAC using NAVMC 11512. Use of the chain of command to address PAC exemplifies trust in leadership to quickly and effectively address violations of our standards.

  • Microsoft Forms, only for anonymous complaints, please. This allows the individual to file directly to the 6th MCD EOA instead of a hotline/referral service.  - https://forms.osi.apps.mil/r/V7QTptM00k
     
  • If the commanding officer is suspected or alleged to have violated the PAC order, after reporting the allegations via the NAVMC 111512 to the EOA. The EOA will deliver the form to the next superior officer in the Chain of command.

Military Equal Opportunity Program (MEO)

  • The MEO Program is a function of command.
     
  • Hold each other accountable and address violations at the lowest level.
     
  • Prohibited Activities in MCO 5354.1G are counterproductive, unacceptable, and intolerable.
     
  • MEO Program is used to maintain a culture of dignity, care, and concern for Military Members.

Prohibited Activities and Conduct (PAC)

  • Prohibited Discrimination, Race, Color, National Origin, Religion, Sex (Including Pregnancy) Sexual Orientation, Gender Identity
     
  • Bullying
     
  • Hazing
     
  • Harassment
     
  • Sexual Harassment 
     

  • MCO 5354.1G update from the 5354.1F removed the following behaviors from the PAC MCO;

    -Stalking (IMMEDIATELY Report to any Law Enforcement (Recruiting), and / or PMO/ CID/ NCIS if on a Military installation)

    -Dissident and Protest Activity (Call MCOC) 

    -Wrongful Distribution or Broadcasting of an Intimate Image (Immediately Report to PMO/ CID/ NCIS)
